Target Areas

Shenandoah County has identified target areas to achieve the vision of directing growth in diverse, quality industries and workforce to the County's towns while enhancing citizens' quality of life.

In 2022, Shenandoah County was awarded a Community-wide Brownfields Assessment Grant by the EPA for Shenandoah County and the towns of Strasburg, Mt. Jackson, and New Market located within the county. These County Target Areas were strategically chosen to span the region to optimize redevelopment opportunities and to increase economic and social

improvements across the entire county. Additional County Target Areas in the County, such as the Towns of Tom's Brook, Woodstock, Edinburg, and Basye-Orkney Springs, will be identified during the brownfields site identification and redevelopment assessment process.

Strasburg is the northernmost town in Shenandoah County. Strasburg features a vibrant downtown, antique shops galore, and a beautiful riverwalk along the Shenandoah River.

Toms Brook is a quaint town where you’ll find scenic views, a winery, and a pick your own berry venue.

Woodstock is centrally located in Shenandoah County and is the county seat. Featuring many local restaurants and shops, Woodstock serves as a hub to the Seven Bends State Park and attractions such as the Woodstock Tower.

Edinburg is a town dedicated to preserving its old-time appearance. Edinburg is home to unique historical sites such as the Edinburg Mill (c. 1884) which was one of few mills that survived the burning during the Civil War.

Mt. Jackson is home to some of the best attractions in Shenandoah County. Whether it’s driving through the beautiful Meem’s Bottom covered bridge, exploring the underground at Shenandoah Caverns, or enjoying a tour of the Route 11 Potato Chip factory, there’s no shortage of unique experiences to be had.

New Market is the southernmost town in Shenandoah County and is a haven for history lovers. New Market is where the Battle of New Market occurred in 1864. Visitors can enjoy a range of activities from golfing at the Shenvalee to restaurants featuring home cooking to sky diving.

7. Basye-Orkney Springs 

Just 10 miles west of Mt. Jackson, Basye is home to Bryce Resort, boasting four seasons of outdoor activities to explore. Orkney Springs has a rich history and a quaint village and is home to Shrine Mont conference and retreat center.  Just 10 miles west of Mt.
